Examples of high needs in teens in foster care?

Hi, we are looking to adopt a teen from foster care, but our agency is telling us that most of the teens on AdoptUSKids and similar websites have a high level of needs and we shouldn’t expect to adopt them. This makes me feel bad and I am left wondering if that’s actually true. So, I figured who better to ask than foster parents. What are some of the needs that teens can have that would make them end up on those websites or be considered “unadoptable?”
