Any ideas what this might be? (Hartford county, CT)

I believe this is sandstone. My uncle used it to build a rock wall at my parents about 30 years ago. All I know is that he collected the rocks off of the side of the road or other random places so all rocks were from the area. Im a beginner fossil hunter but this really looks like barnacles to me. I spent my youth walking the beaches of Maine during the summers and this looks very similar. Would love some opinions on what you think it might be. TIA
