Can anyone explain the new poi’s?

I steal ID cards but all that does is show me chest locations? They don’t let me open the doors... which I can just destroy anyway right? I also found a red key card thing with a trail like the old treasure maps, when I reached the end of the trail it just started pointing straight up to the sky?? I am so confused
