Are cloaks and capes not working properly for anyone else?

With the latest patch that happened this week, most of my characters have problems with capes and cloaks when they are being used in game. They get stiff or stuck to the character and are basically attached to legs but won’t flow or move around or anything. It’s like they are glued.
Anyone else having this issue? I play on PS4 mostly.
