care to make deal? blues devil at the crossroads.

Idea for an NPC, who randomly appears on the map at crossroads, he is what some would call "The Blues Devil" from legend. He would make a deal with you and in exchange for completing tasks for him, you would be granted rare weapons including super rare vaulted items, that only a devil could get for you, augments that you can only get from him, the "Blues Devil" skin would also be a battlepass skin.
I like the idea of how he was presented in the adult swim show metalocalypse.
