Baby has diarrhea when consuming lactose-free milk but not lactose-free formula.

Background: my baby is 11.5 months old and we’re starting to introduce cows milk to him. He’s always had issues with lactose, so we have him on lactose free formula. For the past few days, every time I give him lactose free cows milk, he either throws up or has diarrhea, or both. This morning I only gave him formula, and he was fine. This afternoon he had cows milk and formula, and can’t stop watery pooping. I talked to the ped (who isn’t my favourite - I’m trying to switch), and he said the milk is exactly the same as the formula and that can’t be causing the diarrhea. He does fine with lactose free yogurt. Has anyone experienced this?? What did you do?
