Idle surging

Purchased 96 F250 7.3l yesterday. Previous owner replaced ICP sensor, mechanical fuel pump and front fuel tank. On the 2.5 hour drive home, the new ICP O-ring busted and I lost like 3 gallons of oil. O-ring was replaced and oil was refilled and it was running great again. I stopped to fill up and when I cranked it back up it began surging on idle but quit shortly after and ran fine the rest of the way.

*when I say surge I mean the truck is loping hard almost as if it will die out.

It surges now on every start for several seconds before correcting itself. No lack of power when driving and it does not surge stopping at a red light. I unplugged the ICP sensor and it’s still happening. I put the old ICP sensor back in and it’s still happening. So I’m assuming it’s not an ICP issue. Any suggestions?
