01 f350 Super Dim Headlights

As the title say my truck's headlights are incredibly dim. Its a 01 f350 7.3 non-drl. Both bulbs have been replaced and the lenses are not clouded. I checked the plugs on both sides and they don't seem to be fried but are only receiving 11 - 11.5 volts. Is the voltage at the plug my issue or do I need to start looking further up the harness?
