Recruiting Question for iOS

What inputs go in to effort expended? I noticed for a while recruiting a “low interest” prospect took 9%, now it takes 7% (if I use all four recruiting tactics). I thought it might be based on their starting interest level but that doesn’t seem to be it. My program has improved and won a couple Natties in the past few seasons so maybe that’s it? Just trying to understand for planning purposes.
