HOA have authority over city park?

I live in Florida, for reference. Long story short, I frequent a city park located inside of a subdivision, that is one of my favorite fishing spots. The park already "closes" from sundown to first light, but I enjoyed illegally fishing there, if you will, every once in a while lol. Anyways, I noticed that a gate had been installed at the front entrance of the park, and was told by another angler that the person responsible for doing so and who has the key, is the homeowner who lives adjacent to the park. This person supposedly comes it's sunrise to unlock the park, and locks the park, blocking cars from entering the parking lot at sunset. So, I'm obviously not happy about this. I get why they did it, as sketchy characters pass through often, I'm just wondering if it's legal for a homeowners association to do this? What happens if the person with the key falls deathly ill (let's be honest, it's usually old people in charge of HOAs) or for whatever reason they can't unlock the gate at sunrise for any period of time? Seems like this is going to end with bolt cutters, for one reason or another. (Not by me, just saying)
