A buddy just had his carpet ripped up to get vinyl flooring installed and under the carpet the particle board looking sub floor is breaking up and piling up in some areas and there is a mysterious white covering around the areas that a breaking up. The floor guy said he never saw this before and told him to contact a carpenter or someone before he proceeds. Located between Pittsburgh and Youngstown
