Mold - Suggestions

Looking to lay this Fabcore flooring but after tearing up, it looks like there’s some black mold. Is there any suggestions before laying this new flooring? We might just lay it over it or bleach it. Any suggestions? Don’t have a lot of money for this DIY project.
