LVT glue. What is meant by the terms 'open time' and 'working time'?

I want to ensure a good bond to my below grade concrete surface. After thoroughly cleaning, should I also use a waterbased bonding agent? There are a few areas that need smoothing with a feather edge patching material. Ardex or Henry preferred?
