I think I have golfers elbow

Has anyone dealt with this? I wanna make my arms strong but I get the electric feeling down my elbow going on higher weights. I switched to bands cause it’s easier on my joint. How can I improve my elbow ? Will elbow sleeves affect my muscle growing? I wear it too sometimes to workout and it helps so much but I’m scared it’s regressing my strength not making me stronger
