Why wasn't a time remnant formed when Barry meets his future self who tells him not to stop his mother's murder?

As I understand it, a time remnant is a temporal duplicate that is formed when you go back in time and meet yourself. Savitar tells Barry this in S03E21. But at the end of Season 1, when Barry goes back to save his mother, he meets his future self who tells him not to stop his mother's murder. Why wasn't a time remnant formed?
