Getting caught up with the first season, kind of bothered by something in episode 4

So there's a dude with an ice gun (Or lack-of-heat gun, if you're very particular). I mean, neat, it's good against flash and all, but there's a scene where he shoots a door, and then threatens a guard who obliges and runs away. Only it makes no sense, the freeze gun wasn't even pointed at the guard, and it's not like the dude was bulletproof. So why didn't the guard just keep him at gunpoint or shoot him?
