Why are timelines and universes two separate things?

Personally, I've always preferred the idea that every possible outcome from every possible decision that a person makes leads to the creation of a new universe, therefore adding to the list of infinite universes in the multiverse. I think this is the way the MCU chooses to handle it, as well as the way it was handled in the animated film Justice League: Crisis on Two Earths, so I was just wondering why it's different in the arrowverse?
