When do newbie gains expire?

When do newbie gains expire? I've been back and forth in the gym but probably never focused on muscle building for more than 3 months. I started again but I don't know if I'm still in the newbie gains phase. I want to focus on muscle building for at least 6 months.
Also do I need a surplus if I'm still in the newbie phase?
