I never feel a 'pump'?

I have heard that feeling a pump is not a guarantee of anything but then I see loads of comments about how certain exercises give you a good pump. For instance side laterals, I never feel anything & to be honest I can walk away from the exercise like it was easy. Does this indicate I am not training hard enough? Should I keep going until I feel this pump & I cant move my arms?
