Is it possible for two equal sized muscles to have different strength?

Lets say two people have exactly the same sized muscles and fat content. Would they be able to lift exactly the same? I know that other things like flexibility and form and technique factor in, but lets assume that those are exactly equal as well.

Or are some people's muscles just stronger? like one muscle the same size as a weaker one can pull more because its a different type/quality? Kind of like slow twitch vs fast twitch
