Can't raise my elbows up behind me on low bar squat?

I know on the low bar squat your elbows are supposed to be up, thumbless grip, straight wrists. But when I try and raise my elbows up behind me from directly below my shoulders I don't have the required flexibility. I feel it kind of in the back of my shoulder lower near the armpit. What kind of flexibility am I lacking? external rotation? internal rotation? rotator cuff strength? which rotator cuff?
