3 way rig casting

How do I properly cast a catfish setup with a 3-way rig? Im doing the float about a foot up from the swivel, weight about 2 feet, and 6 inches on the bait line. It just ends up super tangly while casting, or the weight distribution is so awkward it flies all over the place. Is it not something meant for shore casting and just supposed to be dropped off a boat?
