Some construction companies are providing interest rate for <5%. Is it too good to be true??

I am new to market and browsed few under construction projects online. They seems to be providing 4.7% with 20% down 30yrs locked in. Is there anything fishy?? The project house prices seems to be inflated. But wanted to see everbodys opinion if am missing anything
