I want to let admins create user accounts, how should I handle this

So, in my app administrators can create user accounts for other users with an email and a password that the user can then chage. If I handle this from the front end the admin gets logged out and logs in with the new user. I've thought about doing it with a cloud function but I'm not sure if there may be a better way to do it. Anyone done this before and has some knowledge they can share?
