Showerthought: Tempest Trials and Grand Hero Battle Units Summonable on Legendary Hero Banners

Just came to me, maybe IS' solution to the GHB and TT units could be make them summonable on Legendary Hero banners sporadically. This not only keeps their availability limited as intended, but also gives the opportunity to attain more copies of them with IV's, so they can be built more optimumly, as well as give new players a chance at characters they have missed.
