Question about my last name

Hi all, I'm a half blood Finn born in the United States. My father always assumed he was 100% because both of his parents are from Finland. I got a DNA test and sure enough I'm 48.9 % Finnish.
Giving away one of my names, we are Pulkka's. I know what the name means and have always assumed I am Sami-Fin but do not know how true that really is?
Does anyone here recognize the last name Pulkka, know how common it is or whether it is a Sami name in Finland? Very curious and thank you!
