Looking for the title of a book about magicians

From what I remember in the book wizards have to seek out there stone of power. This street urchin then is chosen by his stone which I believe is an emerald and is owned by royalty. He then goes out of his way to obtain the stone to steal it where he is then taken as an apprentice by a wizard.
