Can I deduct gift contributions for my Virginia529?

We had someone make a relatively large gift to our children's 529s this year and I was hoping to be able to take the deduction for this since they are not. I was not able to find any clear guidance on the 529 website or the Virginia tax websites. The only thing that sort of addressed it is the below FAQ from the 529 website.

Can anyone make contributions to my account?

Yes! Anyone may contribute to your Virginia529 account, but only account owners may take the Virginia state income tax deduction for contributions.

I feel like this can be read two ways. Only account owners and their contributions are deductible. Or account owners can deduct any contributions to the account.
