Am I under leveled ?

I got a notification saying that once i enter the shinra building in chapter 14 I wont be able to leave and I got worried that I am under leveled. I just want to make sure im not under leveled before i start what i think is the end game. Also Im not doing any of the side quests in ch14 but i did do them in the earlier chapters.
