New player questions about Title Format (And FF9)

Hi there, I'm a new player looking to start up with Opus VIII. I'm coming in from Commander in MTG, so I'm a bit more drawn to the thematic play of Title Format. I've done a ton of research on the game, but there are a couple questions I still have before I start piecing together decks.
1- Are "special" title cards legal in Title? They seem like they were designed to represent characters common to virtually all FF games, but it looks like their category makes them legal nowhere rather than everywhere. I Couldn't find any official communication about Title new enough to talk about them.
2- This is more down to personal opinion. It looks like the game hasn't declared any intention to implement a rotation schedule, do you think that's likely to happen anytime soon, and how likely do you think it is that Title could survive as a legacy format? Are FFTCG players interested in that sort of play?
3- I'm most interested in building decks for 8 and 9 (maybe 12 if it goes in a more unique direction mechanically). I've ordered a starter deck for 9, but while it seems like 9 is due for some tech from either or both of the next two Opera it looks like that series is currently missing some important cards to bridge its themes into a coherent deck. Does anyone play 9 in Title? Is it fun? Light Zidane looks sweet, but it also seems like 8 might provide a more interesting/synergistic version of that archetype.
