Does anyone know if Final Fantasy XI was sold separately from the HDD pack when it came out?

I still have my HDD bundle copy, but I'm wondering (for collection's sake) if there was a separately sold version on the PS2 in the US. I know that it needed the HDD to run, but sometimes games are sold without their respective mandatory peripherals (such as the EyeToy games).
Google hasn't been any help.
