Crazy Steve kidnapping

There was a theory a while ago when I Carly first came out that crazy Steve from drake and josh kidnapped megan. I was watching Sam and cat a while ago with younger siblings and got to the silence of the lambs episode. In it Carly is in Europe. Crazy steve is locked up with Neville. What if Carly is in witness protection and crazy Steve is locked up for that reason.
