Of the past mainstream fighters, which one do you think was the worst on gameplay?

Remembering my first love days in the fighting game community and i couldnt remember a worst experience than Injustice 2. I was all hype when announced and the gear system looked pretty nice, if was just skins and a lore based gimmick.
As the fight looked just a improved version of the previous game, it was fine. But the gear system did this game so dirty that i guess was my worst recent experience in the genre
