Scouts stopped scouting.

Anyone else had this problem in their early CMs?
This is my original Albion CM, the scouts are sent out for 9 months and stop scouting after 3, instead they enjoy their holiday in Scotland, Norway and Sweden. Wankers.
Any fixed this or is it a lost cause?
