Mods not applying?

I have the correct mod loader 1.1.3 and I have my mods loaded in but they don’t apply. It does give me the error saying that the mods are for an older version and that their may be some issues. Is this the reason and if so why don’t the mod creators update them more because I can’t find many more new ones. (I’m on steam btw) (also I did the steam launch fifadatamod type thing)
