Approach to Penalties

I had a ticket routed to me and after reading the penalties, I rejected it. How other techs react? AM I being too prissy? I've had some bad experiences with buyers that list many many penalties. It usually means that they will slap unwarranted penalties as a way of reducing technician pay.
