Option Tier 1 not allowing OTO conditional order?

Trying to setup a "One Triggers the Other" conditional order for a covered call so that there's a stop loss in the event I'm in the hospital or something. However, I'm getting a notice that this isn't allowed due to being Option Tier 1. Is this a simple matter of applying for Option Tier 3/is there a better way to go about this/am I missing something?
