what determines a parry?

I cant get a clear answer on this

Does a parry have to fully block and divert your opponents blade to give right of way? Like if your opponent attacks and you move your blade, make contact with theirs but you dont angle your hand enough so when you riposte and hit their attack lands too land whose point is it?

What determines a parry, blade contact or actually fully diverting the attack?
