Cows being slaughtered but no meat

I'm having trouble where I have multiple barns all with 10 cows not producing meat when new cows are born. The counter hits 12/10, and I even see workers "Butchering meat", but no meat is ever produced. I tried relocating two barns to see if it fixes things, but no dice. I even put a cheesemaker nearby to try to take all the milk as fast as possible to no success.
