Military Mismatch of troop numbers: Numbers on military overview page is different from Map

Hi.
I noticed that the troop numbers on the military overview page does not correspond to troop numbers on the map.
For example, when I raised the war alert level of a country to "5", the military overview page pegs the number of troops at 81,000.
On the map, however, that same country's troop numbers is only 34,950.
How to I remedy this situation?
