When did the Scottish Dwarf stereotype originate?

I've been listening to an audibook of Raymond E. Feist's Magician, and even though the narrator doesn't put on a Scottish accent, the mention of them having a brogue and the names of their mines sounds highly Scottish (or maybe Irish) to me. This got me thinking: where did the stereotype of dwarves being Scottish come from? It can't be Tolkien, because his dwarves had more of a Jewish influence. Was there a defining turning point where dwarves were suddenly Scottish, or was it a gradual shift coming from several sources?
