Rural Residency Training - What helped you make up your mind not to or to do it?

So I work at a nonprofit that helps expand/ begin new GME programs. Right now we're delving pretty deep into a decision to begin new Rural Track Programs. I've been researching these things for around 3 years now and know a lot about the ins and outs. But one thing I would like to have a better handle on before an application ever goes to ACGME is this:

If you want(ed) to serve in a rural area but went to a residency program at a more urban location, what could have changed your mind to go to a rural residency?

Or if you did go to a rural program, what helped you decide? Factors I know that concern students are things like: Quality of the education; Attraction of the rural location itself; Knowing about them as a possibility; Salary & benefits of the RTPs... I'm positive there are nuances to these and whole factors I haven't read or heard about yet. I'm very passionate about seeing these sorts of programs work not only because we desperately need docs in rural places but because residents are an infusion of manpower, money, and life to communities.
