Guardianship versus Power of Attorney to Care for Children

My son and his wife have been convicted of crimes and both are incarcerated. I have a Power of Attorney to Care for Children. I live with my two grandsons, 15 and 13, in Colorado.
The youngest has gotten into a huge amount of legal trouble. Should I even be making the decisions for him in his legal cases? I do not have guardianship.
