[Fo4] Help troubleshooting missing .ini file

I'm using Mod Manager 2 and I'm trying to get it to work. But I'm missing the file "Fallout4.ini" I looked everywhere. And I can't find it. I launched the game normally, as an admin, and nothing. Whenever I try using f4se launcher. It says "You don't have insert name of every mod I downloaded any more. Bad things will happen" but when I launch it any other way. None of the mods are there.
