Trying to balance Survival difficulty

I was using the Survival Options mod and Better Locational Damage but didn't like how they balanced perks (nerfing sneak) so I installed SCOURGE and True Damage. The problem is that True Damage also nerfs sneak, so now my throwing knife mod is useless for stealth (doesn't do enough damage and the Ninja perk only improves melee damage). Any suggestions with what mod/combination of mods I should use to balance Survival difficulty?
