Okay, this one isn't too big a thing: Basicaly just a mod that lets you put "settlements" more-or-less EVERYWHERE that there's an intact enough building or series of them that people are already livving there, and especialy anywhere they've built their own new constructions with a handful of notable exceptions.
"Oh, that old Corvega plant? Not-only did I clean-out the raiders, I've also moved-in a bunch of refugies; we should be churning out new corvegas in a few years once we've fixed all the machinery and everything in there."
"Hi, guys, how's things."
"SIR, we need more steel to make repairs, sir! Records indicate the old Ironworks east of here was a major suplier before the war and it appears to still be active according to our scouts. Perahps you can help convince them to start sending suplies again, Sir?!?"
(Bing bang boom "Into The Fire" begins.)
"Well, this old vault is looking much better. And I've got a reward beyond just our gratitude. You've done what I asked and helped me with my mission, now, I'm going to give you something. In the back of the weapons cage in Vault 111 is a door protected by a pass lock, I'm sure you saw it. Behind that Door is a very small room holding the Vault Workbench for the construction of Vault 111; as the last surviving resident and a member of the Vault-Tec family, this makes you the Overseer of Vault 111, so, here's the passcode to open that door, I was able to pull it off what was left of the Vault-Tec terminal network with my original overseers' override codes through my terminal you made for me. The Vault-Tec workbench is registering that its control board was pulled-out too, just like the ones here, but, I'm sure you'll be able to find it out there somewhere, if you look hard enough."
(It's stored inside the dresser in Shaun's bedroom at the Institute, but the item-name isn't "Vault 111 Workbench Control Board", but rather "Mom & Dad's House Control Board": slot that in and Bing Bang BOOM, Vault 111 becomes settleable, and you can also expand it in a few areas to introduce more farms, water-pump-rooms, and such things after that.)
Oh, and lastly, things like THIS:
Need to be ELIMINATED: If it's something you can BUILD, then its something you can UN-Build, too. (And if that means raiders cant spawn there because they'd be inside a WALL? In the immortal words of Chef Julia Childe: "ToooOOOOooo BAAAaaaAAAD!!!")
