A noob just wants to mod fallout 4 - and for some reason he can't

HELP! PC

As the title suggests, picked up Fallout 4 again today after watching the TV show but wanted to dabble in modding this time. I started off pretty simply with the FSE extender, lowered weapons and true storms...however neither of these are working

It's getting to the point where i'm giving up, but thought i'd post here first. Votex has them all listed as enabled, but when i load in the weapons are not lowered, and the discs / audio options i mean't to get with true storms are also not there.

I'm not sure what i'm doing wrong at this point? Anyone help a noob out?
