Nuka World is a prime example of why there should have been pre-fab settlements.

So I just started playing Nuka world the other day. Today I received the mission to raid a settlement. I never built up any settlements in the play through as I was burnt on spending so much time doing so. When I went to raid the settlement there was nothing to raid apart from the enemies that were already there. Bethesda really should have done some prefab settlements. It could have been a system where you would hire workers, pay them and get the supplies and once you have enough they work on the settlement. Wait a week or so in game time and you have a basic settlement. Something that would support 15-20 settlers, produces enough supplies or even some excess and enough defenses so they wouldn't get attacked all the time. This way it wouldn't be instant but would give everyone the option to use settlements without spending hours on each. Then it would actually make playing as a raider enjoyable and it would be worth while to take over settlements. It would even make playing as the minutemen a little more enjoyable because there would be a reason to help a settlement since it would just be a resource investment to get it up and running.
