Survival Mode - One Shot by Melee?

I'm loving survival mode thus far, but as a level 53 character decked out in fully modded combat armor, is it normal to be getting one shot by any sort of monster in the Far Harbor DLC? I understand getting wiped out by a grenade or a couple of bullets, but every single melee attack thus far has killed me from full health.
