Hey folks,
I'm Overseeing a homebrew Fallout RPG, and was hoping the sub could give me a few ideas for the campaign - specifically ideas for towns, random encounters and maybe a few colourful characters.
If you're in my campaign, don't read this. You know my screen name, you reddit, no excuses.
A few things about the campaign
The timeline begins right after the Battle of Hoover Dam, as I've arbitrarily decreed it would have occurred were the courier absent, and Enclave present. Namely, the Enclave blows up the dam, killing General Oliver and Lanius.
The players start (have started, we're one session in) in Vault 41, a vault where members are put in stasis until "radiation levels are acceptable", AKA when the Enclave is ready to use a few elite bodies. As far as the vault-dwellers are concerned, they need to murder each other to get out alive.
Vault 41 doesn't have a specific location (yet) since it doesn't need one, but I know it is somewhere in Legion territory. The current working location is directly adjacent to the Grand Canyon, due north of Flagstaff. It'll detonate soon after they leave the Vault and this fact will be broadcast soon after, so folk will know shit's up.
The Legion suffers mass desertion, since both leaders are dead. However, a man of authority in the east, Titus Crassus, manages to hold onto his chain of command, and is 'aided' by Vulpes Inculta and his frumentarii. In actual fact, Vulpes blackmails Titus, effectively becoming the de facto ruler, despite Titus retaining de jure control. Nevertheless, the Legion loses control over much of its western territory.
Joshua Graham unwillingly receives a substantial portion of deserters, and forms the Byzantines, a successor culture aimed at limiting the impact of and rehabilitating legionaries. He'll try and make them Mormon over time.
A former member of the Followers of the Apocalypse turned slave names themselves Spartacus, and starts a servile revolt.
The Enclave runs a broadly listened to radio station, and will attempt to recruit the players for their own ends - specifically cleansing the wastes of barbaric cultures and enforcing the will of the president. This is probably my worst developed part of the campaign thus far.
Once they surface, the players will have freedom of movement. I'm going to let them join whatever faction they please (or start their own if they want). 4 of the 5 players have played next to no Fallout, the 5th has played little New Vegas.
Please let me know what you think! I really need ideas for smaller groups, like local tribes and independent cities that would form following loosening of the Legion's grip. Being Australian I'm also poorly acquainted with the geography of Arizona and the 'Four States Commonwealth' so help with that would be awesome too!
